ITANAGAR, Aug 20: Protesting against non-
The All Arunachal Pradesh Students Union (AAPSU) and All Nyishi Students Union (ANSU) called for early payments of pending bills to the Public Distribution System (PDS) contractors.
In a joint press statement today, the Unions took strong exception over the inordinate delay of payment to the PDS contractors of the state
It threatened to resort to series of democratic movements if their demands are not met at the earliest possible time.
AAPSU president Takam Tatung and ANSU president Niglar Veo said that though the state govt had announced to streamline the PDS system including payments of pending bills to the contractors; this commitment of the govt would be a day dream, if the contractors are not paid their payments in time.
Both the leaders argued that most of the PDS contractors are the defaulters of the State Apex Cooperative Bank and the revival of the sick bank, in truest sense, can be possible with the recovery of money from these defaulters whose capital are stagnated following the scandal.
“Clearance of due payments to PDS contractors, which constitutes the highest chunk among the apex bank defaulters, 99.9% to be precise, will definitely pave way for the Bank to repay the loan taken from the state Govt.
They further said that the state Government had taken upfront money to the tune of rupees 225 crore from NHPC and was given to the Apex Bank on loan for its revival but only 180 crore made it to the Bank. Both the Unions enquired about the status of rest of the amounts.
The state Govt says that it cannot pay the contractors if the Food Corporation of India (FCI) does not allocate funds. However, the case is that the work was awarded by the state Govt. to the contractors and it is the onus on the state Govt. for making the payment of the bills and any other encumbrances to the contractors.
The High Court, Gauhati, has also already passed an order in favour of the aggrieved contractors and directed the state Govt. to make the payment. Some of the contractors have been awarded with the decree, yet the state Govt. has failed to comply with order of the Court which is, actually, tantamount to its contempt.
It is alleged that the state Govt. has played favouritism to some contractors while some have been made bereft of their due payments for the same works.
Moreover, on the basis of Court order, the State govt is liable to pay 6% interest annually on the payment dues and there is legal provision that the PDS contractors can “attach” the govt properties which will be unprecedented and shameful event as happened in Tamil Nadu.
The Unions also pointed fingers at FCI authorities and accused them of being part of the entire crisis while also holding them responsible for “famine like situation” in nook and corner of the State.
“The FCI authorities turned blind eyes to the mess and shaped the present condition. They could have thwarted the rot but failed to do so.”
“The people of the state are still not aware of the Special Investigation Team (SIT), which is handling the case, reports despite investigating it for almost 8 years”, they said while demanding the reports to be made public.
“The Union will not support those erring contractors who are found responsible for the PDS crisis in the SIT reports but genuine contractors should not be made to suffer”.

Scholarship for district toppers
ITANAGAR, Aug 20: For the first time in the state, National Students’ Union of India, Arunachal Pradesh unit has conferred Rajiv Gandhi Sadbhavana Meritorious Scholarship Award to the class XII (Sc/Hum) toppers of every district during the Sadbhavana Diwas organized at Rajiv Gandhi Bhawan here today. NSUI organized the Diwas to commemorate the 66th Birth anniversary of Former Prime Minister Rajiv Gandhi. The Scholarship consists of a merit certificate and cash amount.
The chief guest of the function and PWD and UD Minister Nabam Tuki in his address recalled the contribution of former Prime Minister Rajiv Gandhi towards building a strong and prosperous Nation.
In his impressive address to the NSUI workers, Tuki said Rajiv Gandhi is more than a name for new generation. It was Rajiv Gandhi who introduced new innovative policies for uplift of young generation, women empowerment. Daporijo, Aug 20: We are ready to accept the prospect of coming up of dams if it is beneficial for the people and brings development to the area, is the sentiment people expressed to Minister Health & Family Welfare, Food & Civil Supply Tanga Byaling, during his 4 days tour from Aug16 to Siyum, Nacho, Limeking area, in public meetings held at Limeking, Naba and Ayangmori to discuss and gauge the views and opinions of the public regarding the setting up of hydro power projects in the Subansiri river flowing through the areas.
Byaling reassured the people that they will not be forced to give up their lands and their willingness was imperative in setting up of any projects in the areas. He explained that the concerns of the people are incorporated in MOUs according to the demands.
Requesting the people not to cause any hindrance when experts came to survey the area and hydro power Development Company and its employees came here, he advised the public to constitute committees to address needs and demands of all, so that it could be looked into and incorporated in any future agreement signed.
Concerns of the people in the health sector was also addressed by him with declaration of setting up of Health Sub Centers and staff accommodation quarters at Naba and Orak , maintenance of existing Sub Centers and posting of health care workers to all the sub centers. He also declared various developmental schemes for the area like construction of suspension bridges and porter tracks and inspected the 200 KV mini hydel power plant under construction at Ayangmori.

We need to develop good concepts, improve our work culture, maintain quality control and provide proper guidance to the masses with the aim to develop the district, he added.
Saying that the public of the district was only aware about schemes in the works departments, he advised the Agriculture, Horticulture and Fisheries departments to create awareness about schemes in their departments. He also directed the DA and HODs to see that officers posted in the circles stayed in their posting places so that people were not inconvenienced.
MLAs Punji Mara and Tapen Siga expressed their appreciation and said that such coordination meeting should be conducted regularly and even in sub division and circle levels. It was through discussions and combined efforts of all that good ideas emerged, added Mara. A request was made by all the leaders to the DA to look into the matter of rampant land encroachment and allotment in the township.
Our combined efforts will bring better and successful results, the DC conveyed to all and added that all matters discussed would be looked into immediately. Abhayankar also put up the idea of Mobile Offices to do rounds in the circle headquarters to facilitate the issue of certificate and provide health check ups to the masses, which in turn will lead to the creation of a better relationship between the administration and the public.

Dirang CHC to get a new facelift

DIRANG, Aug 20: The Dirang Community Health Centre is all set to get a new facelift with foundation laying ceremony of a new building by local MLA Phurpa Tsering here recently.
The existing infrastructures would be dismantled in a phased manner and new and better infrastructures come up in its place. Speaking on the occasion, the MLA informed that an amount of Rs 3 crore from his SPA and MLALAD funds and Rs 25 lakhs from MP Takam Sanjoy was being earmarked for the renovation work that would be carried out by departmental authority. Also, an additional Rs 5 lakhs had been sanctioned by the district administration for procurement of essential medicines. ‘I am committed to bring real development to my constituency. Health, education and streamlining of PDS delivery system would be my thrust areas for the purpose’, he said, while adding that he was grateful to the state chief minister Dorjee Khandu for facilitating the pace of development in the area.

There can be no progress and prosperity without sacrifice

I’m sure everyone is aware of the massive Hydropower developments in Arunachal Pradesh. Some are for it and some against. For many the question is: Is it a boon or a curse? I’m sure that I would receive ideas reflecting both sides of a coin, but that’s a matter of debate. Personally for me it’s both a boon and a curse. There is not a doubt that it would disturb the ecological balance, where our State already falls under ‘seismic zone five’ category. Having said this, it’s also obvious that there will be tremendous economic growth and employment; however would that be for the few chosen ones or what will be the profile of jobs offered to the locals (as per the current scenario it’s all low profile)? Would that economic development be restricted only to those politicians?
In 2008, the state government of Arunachal Pradesh signed deals with various Indian
companies planning some 40 plus hydroelectric schemes that will produce electricity
in excess of 27,000MW. On a large scale there are mainly two types of Hydropower
plants: Impoundment or dam reservoir and Diversion -
The most common type of hydroelectric power plant is an impoundment. An impoundment type, typically a large hydropower system, uses a dam to store river water in a reservoir. Water released from the reservoir flows through a turbine, spinning it, which in turn activates a generator to produce electricity. The water may be released either to meet changing electricity needs or to maintain a constant reservoir level. This type of plant has severe and numerous environmental impacts, to name a few: disrupts the surrounding areas and the aquatic ecosystems, requires large area so large scale human displacement, very high capital cost which is infact not our bit of problem and as everyone are obvious its effect on environment. Impoundment facilities are usually constructed in Plains.
Unlike impoundment, diversion type may not require the use of a dam therefore such
plants causes’ minimal environmental impact on its surroundings; I would in fact
say no impact considering the benefits of it. Due to the advantageous topography
of certain areas like Arunachal Pradesh, the flow rate and elevation drops of the
water are consistent enough that hydroelectric plants can be built directly in the
river with the absence of a dam. Which means it utilizes the kinetic and potential
energy of the elevated river flowing in the high land and converts it into electricity.
Additionally, there is no alteration of downstream flows, since all diverted water
is returned to the stream below the powerhouse. As far as I’m personally aware most
of the Hydropower plants built in our State are of ‘Run-
We as human have this tendency of noticing only the negative and often complaint than appreciate. As a reminder I would also like to focus on the advantages of hydropower as well: no fuel is required as it uses renewal energy of water, cost of electricity is constant as it doesn’t use any fuel to generate power, relating to the two above advantages it has no air pollution nor water pollution, the plants will provide revenue to the state in millions of rupees in a day, the dams also help prevent floods in the areas adjoining the large rivers and finally, in vicinity of the dams the water from reservoir can be utilized to develop public recreational facilities like water parks for water sports and gardens which is a blessing for tourism. Having mentioned the benefits of hydroelectric power plants, I can also imagine that it’s harmful to somebody somewhere. End of the day you are the best judge, we as laypeople should not be deluded by selfish, personal motives of few so called leaders. In life I have noticed that nothing is achieved without compromise; guess because everything in this universe is interdependent.
If we genuinely want to preserve the environment there are numerous other small ways
too – devote our time in planting trees, energy in taking a walk where a vehicles
is not required and, ideas in using biodegradable product and to ban the use of non-
Media mostly focus on the lone dimensional environmental cones of hydropower ignoring
other ground realities. Apart from ecological imbalance there is the risk of ‘Population
dilution’ which actually is a great threat to our existence in our own land. Our
State is the most scarcely populated region in the country -
Pragmatically, to rehydrate the hydropower projects is both a benefit and a curse. Its how every individual perceives it, depending on an individual’s mental disposition he or she is not wrong nor can be said its right.
If we want eat the egg we will have to crack it first. We can’t have development, progress and prosperity without sacrifice.

By 2005, the road remained the same. But the writing on the RCC board had changed.
Now it read “By 2010, someone will land here a MIG-
2010 is here but not even half of the road is complete.
In fact, the condition of road from Tawang to Tezpur, these days, is so bad that it is difficult for LMVs to ply. The worst affected being the road between Padma to Bhalukpong and Senge to Dirang.

The road is not only the lifeline of people of Tawang but West and East Kameng too. For the last 8 years, BRO has been busy constructing highway of just about 365 Km and still the work is half done.
Time has come for the organization to change their nomenclature from Border Road Organisation to Bekaar Road Organization.
If this is the Landing Ground of MIG 21 that BRO want to introduce then it’s our appeal to the BRO authority that we don’t want this landing ground. We miss the single lane road of 2002 and kindly give us back that road!

I would like to narrate the strange events that occur periodically in my hometown.
On the Aug 18, the sleepy town of Seppa woke up to the sounds of vehicles of the magistrates, police personnel and occasional gunfire. Live bullets were fired and except for the police nobody was armed.
The results; 7 dead (1 swine and 6 harmless goats), one of them mine. I would like to present possible motives and public reaction to such an unwarranted act.
First, of late the administration has been getting a lot of brickbats for the poor law and order situation in the district. Now, to show the Seppaites that they are in control of the town and to divert attention from their abject failings, they threw the weight of the entire law machinery at the hapless animals with vengeance. Such swiftness of act was sorely missing in solving the Seppa Apex Bank broad daylight robbery case!
The guns and batons of police personnel of Seppa have been getting rusty and gathering
moses for some time not because of want of issues but because of the will to tackle
them. Now our valiant law keepers felt that if they could not get rid of the two
–legged anti-
Regarding public, it’s another day and the cattle are not mine!
Now should we abandon rearing livestock for our subsistence at the whim of the administration
or should we migrate back to our villages with our livestock. It is high time that
the administration wake up to the fact that the big pot-

Dams and job opportunities
Dear Editor,
Siang valley produce maximum number of graduates, post graduates, technocrats and other resource persons in various disciplines every year. Obviously unemployment problem is kicking our head and stomach every year; thousands of unemployed youths including doctors and engineers, graduates in various disciplines are still wandering in state capital in search of job. I pray and hope that with the implementation of power projects in Siang belt, the unemployment problems of the state, especially East Siang be solved along with development of infrastructure.
But the main question is that will the power developers NHPC or Jaypee assure us that no dam will burst in near future. Can we give hundred per cent assurance to downstream villages like Berung, Sika Tode, Sika Bamin, Jampani, Oyan, Rani, Sille, Ruksin, and Mangnang that they will not be affected by Lower Siang project and hundred per cent safety measures will be maintained?
Educated youths may get job in hydro projects, but what will be fate of hundreds of poor farmers who depend on only ancestral agricultural land for livelihood. Therefore, think twice for poor native villagers who even will not be considered fit to work as skilled labourers in dam project.

In this context the role of capacity building of SHGs assumes lot of significance since involvement of SHGs shall ensure a far greater and more sustainable outreach. Citing that the participants of the programme would be future trainers he called upon them to be motivated from within to be able to motivate and build the capacities of SHG members. He also cited the benefit of targeting SHG members as training of women/girls leads to expansion of capabilities. He said that he was sad that Lohit District was falling under Category ‘A’ being the lone district under the category. He called upon convergence of efforts from all concerned to ensure that the district moves to Category ‘B’ and there is widespread prevention of the disease. He thanked SIRD Faculty Rakesh Srivastava and said that these mainstreaming interventions combined with efforts of DAPCU, will provide more dynamism to the efforts of District Administration in combating HIV/AIDS.
Speaking on the occasion as Guest of Honour, District Medical Officer, Lohit Dr N. Ninu, wholeheartedly appreciated the efforts of SIRD in ensuring the training of SHG members on HIV/AIDS. She said that there was a need for greater awareness and sensitisation to be impregnated in the minds of all the trainers of SHGs. Citing that the participants of the programme were the most important component of the training programme, she said greater efforts are needed on part of line departments and agencies like ATMA, DRDA to come forward for mainstreaming their activities with HIV/AIDS. She said that there has been 33 reported cases including one death from HIV in the district, however this may be the tip of iceberg as the disease may be more prevalent particularly in High Risk Groups.
Earlier Dr Ado, coordinator of DAPCU informed that 158 cases of HIV have been detected in the state and more than 2000 people are estimated to be infected. Highlighting greater need for awareness he said that more than 90% of the disease may be hidden and may be multiplying without detection. He gave an overview of the role of DAPCU. He also highlighted the need for developing a positive people network. He informed that DAPCU / APSACS was working with Arunachal Pali Vidyapeeth in this regards. He also informed that one more ICTC centre is expected to be open shortly in Lohit District.
Rakesh Srivastava, Assistant Director cum Course Director gave a brief on the background on collaboration with NACO and later with APSACS. He informed that SIRD would be concentrating on developing the capacities of the SHG members in management of SHGs with emphasis on record keeping and building a network of the SHGs in Lohit District. He also wished that the large number of functional SHGs in the district will enable not only widespread outreach but also build a model of enabling SHGs to achieve greater heights that other districts / SHGs can follow in course of time.
The participants are expected to develop a block specific Action Plan for training of 980 SHG members in the district in this training. SIRD shall be conducting the block level training interventions in consultation with District Administration shortly.
Borguli PHC gets 12 more beds and labour room
PASIGHAT, Aug 20: A 12 bedded indoor and one Labour room at Primary Health Center Borguli, Mebo was inaugurated by MLA Ralom Borang last week which was funded and constructed from his MLALAD fund.
Speaking on the occasion, Borang said it would fulfil the long felt health care needs of the people of the area. Now onwards, local people need not to go to Mebo or Pasighat for delivery and emergency medical cases and hoped that maternity and infant mortality rate would be reduced.
The DMO Dr. T. Taloh who took over the keys of the rooms, extended his thanks to the MLA and welcomed the infrastructural development.

Tuki condoles death of first Sagalee ZPM
ITANAGAR, Aug 20: PWD and UD Minister Nabam Tuki has condoled the death of Head Gaon Burah Late Techi Totu, who died at his native village Ngudang under Sagalee yesterday.

Tuki in his message said, with the death of Late Totu, the people of the state, particularly people of Sagalee area have lost a great and committed leader who rendered selfless service for over all development of the people.
The minister conveyed deep sense of condolence to bereaved family and prayed for heavenly abode of the departed soul.
APPSU’s appeal to teaching fraternity

Govt. College Seppa inaugurated
SEPPA, Aug 20: The people of East Kameng District have a reason to rejoice as local MLA Tapuk Taku inaugurated the Government College at the district headquarter of East Kameng here today.
Inaugurating the college, Taku assured all possible help from his side in materializing things pertaining to college issues, such as early completion of insfrastructure at permanent college site at Wessang. He advised the students to work hard and bring name and fame to college right from this academic session onwards. He further, requested the student community to abstain themselves from doing unlawful activities.
Deputy commissioner Tope Bam, on behalf of the district administration and people of East Kameng, extended his heartfelt thanks to the state govt., the Deptt. of Higher and Technical Education and all the five elected representatives of the district, who played crucial roles in establishing the college. The collective and constant efforts made by them finally paid off and made the Govt. college functional fulfilling the long felt demand of the people, the DC said.
The college was supposed to start from 2009 but some technical reasons delayed start of the college. The temporary college complex was the boys hostel of Govt. Hr. Sec, School, Seppa which was in a dilapidated condition. In order to start the college as per the Govt. directives, the said complex was earmarked and accordingly renovation and maintenance of the hostel buildings were done.
The college with registration of 169 students, Robin Hissang as Principal i/c, four lecturers and few staffs will run temporarily from here till construction of permanent infrastructure at Wessang. DDK threatens to stop prog after assault on staff
ITANAGAR, Aug 20: Doordarshan Kendra, Itanagar has decided to stop programme recordings, including news coverage till any permanent solution is arrived regarding security of staffs working in DDK, Itanagar.
This decision came after an employee of Doordarshan Kendra, Itanagar, Bhimlal Sharma was allegedly beaten up today by one Neelam Tatar, an employee of general administration department, govt of Arunachal Pradesh. Tatar wanted to know about this year’s tender papers related to transport hiring. Not satisfied with explanation of Bhimlal Sharma, he allegedly attacked him without any provocation. Later he went on to threaten the head of office and deputy director of ‘same consequences’ if they delay tender finalizations.
After the incident, Bhimlal Sharma fearing further action took leave and did not even file a police case.

APEDA observes Renewable Energy Day
ITANAGAR, Aug 20: The Birthday of Late Rajiv Gandhi, former Prime Minister of India was celebrated by APEDA as the Renewable Energy Day today.
The main function was organized in Banquet Hall, Itanagar. The Chief Guest of the function Er. T. Norbu, Chairman, State Pollution Control Board his speech advocated to conserve energy and to make maximum use of renewable energy devices. SEPPA, Aug 20: East Kameng deputy commissioner Tope Bam has directed all the teachers posted in various schools in the district, including those of SSA, to ensure punctuality, dedication and sincerity towards their duties. He also directed all the administrative officers to strictly monitor the functioning of the schools within their jurisdiction and submit the monthly attendance report of teachers.
In case of any laxity detected on perusal of reports submitted, the responsibility will be fixed on the concerned administrative officer and will be viewed seriously. The decision was taken by the DC to ensure quality education and prevent the non performing teachers from getting their monthly salaries complying with the "No work no pay" policy of the government.

Itanagar, Aug 20: Former Higher Education Director P.Potom has expressed shock and grief on the sad demise of Talo Kadu. Stating Late Kadu as man of principle, Potom said, it was because of endearing and empathetic behavior, he was loved and respected by all communities. He was one of the torchbearers who worked for peace and tranquility among the different communities. Late Kadu, who was elected as PPA MLA from Pasighat took immense interest in the celebration of Mopin and Solung festivals. It is a great loss to me and the people of Siang, said Potom.
